Government Funding and Assistance
NSW Government Programs
The NSW Department of State and Regional Development (DSRD) is the major State Government department dealing with regional business in NSW. Not only does DSRD manage the majority of financial assistance programs, but they also have regionally based Business Development Mangers who can help businesses access funding.
Hunter Business Centre
The Hunter Business Centre is a community-based, not-for-profit, business assistance organisation which is owned and supported by the local community and funded by the Department of State and Regional Development.
The Hunter Business Centre provides services designed to assist people who wish to start their own business, as well as those who wish to expand, develop or better manage their existing business. Assistance is provided to operators of small and medium size enterprises.
Business Advisory Service is available in the Great Lakes area each Wednesday for free and confidential consultations. The address is -

Regional Business Development Scheme
The DSRD Regional Business Development Scheme offers financial and other assistance to businesses expanding in, or relocating to, regional NSW. The DSRD Business Development Managers are available to:
- help potential investors identify and develop commercial opportunities in regional NSW
- assist businesses wanting to relocate to the State's regions
- assist regional firms to expand and find new markets
- help firms to diversify and add value to products.

New Market Expansion Program for Regional Enterprise
This program assists regional firms to develop the confidence and skills to pursue and take up new markets, and break the cycle of dependence on traditional markets and/or local economies. Proposal must be demonstrably linked to a targeted new market opportunity for your business. While not specifically excluding other industry sectors the first choice for this assistance will be directed to manufacturing, agribusiness, service and technology sectors.
Types of assistance on offer include assistance for the development of marketing plans and the engagement of external support for activities such as web page construction, business promotion or participation in trade fairs and exhibitions.

The Pay-roll Tax Incentive Scheme
The Pay-roll Tax Incentive Scheme (PTIS) is a key element of the NSW Government's approach to assisting new and existing businesses to establish and grow in locations where unemployment is above the state average.
The scheme provides a pay-roll tax rebate at the end of a financial year for the first three years for businesses wanting to invest (ie- relocate or expand) in areas of NSW with higher than the State average unemployment - this includes the Great Lakes area.

Aboriginal Business Development
DSRD helps Aboriginal business people to develop business skills, establish networks and grow markets. Assistance is available for eligible businesses activities, including participation in domestic trade fairs, industry-specific marketing and engaging expert assistance for growth projects, business reviews and mentoring. Support is delivered through experienced Aboriginal Business Development Managers and regional staff.

Developing Regional Resources
The Developing Regional Resources Program provides funding to help regional organisations, industry associations or alliances of regional firms investigate and pursue new economic/business development opportunities.
The aim is to strengthen regional economies through initiatives that add value to local resources or diversify from the traditional economic base. Funding partners are sought from other government agencies and, increasingly, from the private sector.
